    INS Expects to Publish LIFE Legalization Regulations in May

    The Immigration and Naturalization Service (INS) will publish in May 2001 a regulation to implement the LIFE Legalization provision, Section 1104, of the Legal Immigrant Family Equity Act and Amendments (LIFE Act) enacted on December 21, 2000. This provision allows applicants for one of three long-standing class action lawsuits to apply for adjustment of status to lawful permanent residence. The three lawsuits–Catholic Social Services (CSS), League of United Latin American Citizens (LULAC) and Zambrano–were filed in the late 1980s, challenging INS’ implementation of the legalization provisions of the 1986 Immigration Reform and Control Act.

    The INS assures all eligible applicants that they will have the full one-year application period to apply for this benefit, which will begin on the date the LIFE Legalization rule is published in the Federal Register. At that time, INS will inform the public of the specifics regarding LIFE Legalization through the agency’s Web site www.ins.usdoj.gov, toll-free customer telephone service 1-800-375-5283, and public outreach to the media and community-based organizations.
